The Harbor Explorer Division encompasses Newport, Sunset and Dana Point harbors, along with 42 miles of coastline. Currently there are ten members in the division. Harbor Division Explorers attend weekly meetings, volunteer for special events, attend a five day-four night academy, compete in competitions, go on Patrol ride-alongs, learn many aspects of law enforcement, and also learn of the duties of Harbor Patrol Deputies. All the explorers in the division are academy trained and two members hold the rank of Explorer Sergeant. The Harbor Explorer Division has its weekly Explorer meeting on Wednesday from 4:30 P.M. to 6:30 P.M. at the Sheriff's Newport Harbor Division offices.

Deputy Joel Monroe is the Harbor Division Advisor. Deputy Monroe joined the Orange County Sheriff's Department in June of 1988. He was a Los Angeles County Deputy Sheriff for seven years prior to that. Deputy Monroe has worked in corrections and patrol and has been assigned to the Harbor Division for the past five years. Deputy Monroe's current assignment is the Accident Investigation/Mooring Deputy. He is trained as a Marine Firefighter and as a Hazardous Materials First Responder.
