Yorba Linda Police Services

Winter Holiday DUI Campaign - Final Report

SANTA ANA, California (January 3, 2013) - The Winter Holiday Anti-DUI crackdown has ended and resulted in a significant number of DUI arrests from the sobriety checkpoints, special saturation patrols and routine patrols in Orange County’s “Avoid the 38 ” DUI Campaign.

From 12:01 a.m. on Friday, December 14 through midnight on Tuesday, January 1, 2013 officers representing 38 county law enforcement agencies arrested 971 individuals for driving under the influence of alcohol and/or drugs. Last year, 836 DUI arrests occurred during the same time period. For the second year in a row, no DUI related deaths were reported in Orange County during the 19-day period. (NOTE: These numbers are only provisional with some agencies yet to report.)

OCSD Offers Program to Empower Parents and Transform Teens

Local OCSD School Resource Officers (SROs) are offering parents a 10-week program designed to help them communicate effectively with their teens. While the program targets parents with difficult teens, it is program that would be helpful for any parent. Topics covered by The Parent Project will include argumentative children, improving school attendance and performance issues, and preventing alcohol and drug abuse.

The Parent Project is being offered at the following locations in January and February.

30-Year-Old Man Arrested in Unincorporated Anaheim for Child Molestation

News ImageANAHEIM, California (January 14, 2013) – On January 11, 2013, Orange County Sheriff’s investigators arrested Jorge Serafin, 30 years of age and a resident of unincorporated Anaheim, for two counts of child molestation. The victims, two males under the age of 16, contacted the Orange County Sheriff’s Department and stated they were molested by the suspect within the past two months. The molestations occurred near the residence of the victims in unincorporated Anaheim.

Remembering a Fallen Hero

News ImageOn November 6, 1980, while working his shift in the Warrant Detail, Investigator Essoe and his partner drove to a local mall to collect bail on a warrant. As they looked for a place to park their unmarked car, the investigators saw three men attempting to steal a car. The men all were parolees. Investigator Essoe was fired upon as he attempted to make contact with the men. The shot paralyzed Essoe from the chest down.

Attempt to Identify Suspect in Anaheim

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving alcohol drop by an average of 20 percent when well-publicized checkpoints are conducted often enough.

Attorney Arrested for Murder for Financial Gain

ATTORNEY ARRESTED FOR MURDER FOR FINANCIAL GAIN OF EX-WIFE BY STRANGLING AND THROWING HER OVERBOARD ON ITALIAN CRUISE

SANTA ANA – A former Orange County attorney has been arrested on charges of murdering his ex-wife for financial gain by strangling her to death and throwing her overboard while on a cruise in Italy. Lonnie Loren Kocontes, 55, Safety Harbor, FL, is charged with one felony count of special circumstances murder for financial gain. If convicted, he faces a minimum sentence of life in state prison without the possibility of parole and is eligible for the death penalty. The defendant was arrested yesterday, Feb. 15, 2013, in Florida and will face extradition proceedings at a date to be determined. He is being held without bail.

Zero Tolerance Distracted Driving Enforcement Campaign

SANTA ANA, California (April 2, 2013) – As part of April’s Distracted Driving Awareness Month campaign, the Orange County Sheriff’s Department will be actively ticketing drivers who are texting or operating hand-held cell phones during the month of April. Drivers who break the law and place themselves and others in danger will be cited with no warnings. The current minimum ticket cost is $159, with subsequent tickets costing at least $279. Last April, over 57,000 tickets were written statewide for texting and hand-held cell use. There were nearly 450,000 convictions in 2012. Whether it’s a ticket or a crash, as the campaign theme states, “It’s Not Worth It!”

Remembering Deputy Bradley Riches

News ImageDuring the early morning hours of June 12, 1999, Deputy Bradley Riches was ambushed and murdered. He was on routine patrol in the city of Lake Forest when he drove into the parking lot of a convenience store. Without warning or provocation, a man shot Deputy Riches numerous times with an assault rifle while he sat in his patrol car. He initiated an emergency radio transmission but succumbed to his injuries before that transmission could be completed. The suspect was arrested later by Orange County Sheriff’s Deputies and was subsequently convicted of first-degree murder with special circumstances. Deputy Riches had served with the Orange County Sheriff’s Department for 9 years.

He is currently in custody at the Orange County Jail with bail set at $1,000,000.

Remembering Fallen Deputy Steven Parsons

Suspect Arrested in Connection with Yorba Linda Arson Fires

Orange County DUI Task Force Arrests 12 DUI Suspects

Seeking Person of Interest in Indecent Exposure and Child Annoyance Incident in Mission Viejo

Suspect in Stanton Homicide Arrested

News ImageSTANTON, CA - (September 20, 2013) – At approximately midnight this morning, investigators from the Orange County Sheriff’s Department located the suspect in a Stanton homicide case, Leobardo “Banda” Valladares, at a residence in Garden Grove. Sheriff’s deputies, with assistance from officers with the Garden Grove Police Department, set a perimeter and evacuated surrounding homes. Members of Orange County Sheriff’s Department SWAT team were also on scene. After a three-hour standoff with authorities, Valladares surrendered and was taken into custody.

Inmate Escape from Musick Jail Facility

IRVINE, California - (September 21, 2013) - On Friday, September 20, at approximately 4:00 p.m. inmate Max Edward Fernandez (DOB: 8-27-1986) was confirmed missing during a security check at the James A. Musick Facility. The investigation is ongoing as to how Fernandez escaped the facility. Fernandez was in custody for possession of stolen property and a narcotics violation. He has a criminal history of thefts, burglaries, narcotic violations, auto theft and resisting arrest.

Fernandez is described as a male white, 5 feet 8 inches, 170 pounds, brown hair, brown eyes with several tattoos (tribal band - upper right arm, skull - upper right back, USMC with a hammer head shark - left tricep). He was last seen wearing a gray t-shirt and red shorts under a pair of gray sweat pants. Fernandez may have injured or cut himself during the escape.

Deputy-Involved Shooting in Laguna Niguel

News ImageLAGUNA NIGUEL, California - (September 25, 2013) – On Tuesday, September 24, 2013 at approximately 7:30 p.m. deputies with the Orange County Sheriff's Department responded to a disturbance call involving subjects being stabbed with a knife. During the response to the call for service, one deputy was attacked by the suspect and another deputy shot and fatally wounded the assailant. The suspect, Connor Bishop Zion, 21, of Laguna Niguel, was pronounced deceased on the scene by Orange County Fire Authority Paramedics. Zion's mother and roommate were also injured as a result of the altercation and were transported to a local hospital for stab wounds.

OC Youth Commit to a Drug-Free Life During Red Ribbon Week

SANTA ANA, California (September 30, 2013) – Since 1988, Orange County has been celebrating Red Ribbon Week, a national drug prevention effort that takes place during the month of October. Drug Use Is Life Abuse (DUILA) plays a leading role in this effort in Orange County. For 25 years, DUILA has provided Red Ribbon wristbands to every school-aged child in public and private schools in Orange County. This amounts to an astounding one million Red Ribbon wristbands annually.

Additionally, DUILA partners with local businesses to provide incentives for students who wear the Red Ribbon wristbands in recognition of their commitment to be drug-free. The following list is an example of the incentives available from October 4 - 27. Students must be wearing their Red Ribbon wristbands to receive these deals.

Remembering Deputy Mark Tonkin

Today we remember a fallen hero – Deputy Mark Tonkin.

Deputy Tonkin was assigned to “Operation Border Ranger,” a cooperative county and state law enforcement interdiction program. On October 24, 1988, during a drug surveillance activity, the helicopter Deputy Tonkin and seven others were flying in collided with some high voltage power lines and crashed. Tonkin and the seven other passengers all perished in the crash. Tonkin was an eight year veteran of the Sheriff’s Department.

Phan died at Garden Grove Hospital on September 24, 2013. He is 49 years old, 5 feet 5 inches and 115 pounds with brown eyes and black hair. He is Amerasian. He was transient and known to frequent the cities of Garden Grove, Fountain Valley and Westminster. He had a disability and used a walker to ambulate. Also, at one time he lived in Texas. Suspect Arrested for Outstanding Warrants and Attempt Murder of Deputy

News ImageANAHEIM, Calif. - (October 30, 2013) – On Tuesday, October 29, 2013 at approximately 5:30 p.m., Orange County Sheriff’s deputies conducted a traffic stop in the area of Brookhurst Street and Cerritos Avenue in the unincorporated area of Anaheim. During the traffic stop, it was discovered that the driver, Dennis Wayne Ross, 44, Garden Grove, had outstanding arrest warrants for Under the Influence, Possession of Methamphetamine and Violation of a Domestic Violence Court Order.

Explosion in Dana Point May Have Been Drug-Related

News ImageDANA POINT, CA - (November 6, 2013) – On Tuesday, November 5, 2013 at approximately 12 p.m., Orange County Fire Authority (OCFA) firefighters and Orange County Sheriff's deputies responded to reports of a structure fire in the 26000 block of Vista Del Mar in the city of Dana Point. The initial information indicated that the fire was as a result of several large explosions coming from the garage of a residence. Approximately 60 firefighters arrived and extinguished the fire. Firefighters treated an adult male victim with serious burns to his face, chest, arms and legs and transported him to a local hospital.

Remembering Deputy Ezra Stanley

Today we remember a fallen hero – OCSD Deputy Ezra Stanley.

On November 19, 1940, Deputy Stanley and his partner, Deputy Carl Pryor, were driving on Pacific Coast Highway between Sunset Beach and Huntington Beach when a drunk driver struck their vehicle from behind. Their patrol car was forced out of control, skidding on its gas tank and bursting into flames. Stanley was trapped inside and unconscious. His partner attempted to free Deputy Stanley from the wreckage but was unsuccessful.

In-Custody Death

News ImageSANTA ANA, Calif. - (November 29, 2013) – On Thursday, November 28, 2013 at approximately 1:38 p.m., Inmate Itzcoatl Ocampo (3-20-88) was pronounced deceased by medical staff at Western Medical Center (WMC), Santa Ana. Ocampo was being treated in the Intensive Care Unit (ICU) after becoming ill while in custody at the Orange County Jail (Central Jail Complex - Central Men's Jail).

Quadruple Fatality Traffic Collision

SAN CLEMENTE, Calif. - (December 7, 2013) - On Saturday, December 7, 2013 at approximately 1:30 a.m., Orange County Sheriff’s deputies responded to a solo-vehicle traffic collision on South El Camino Real near the intersection of Valencia in the city of San Clemente. Deputies arrived and found a late model BMW 3-series with extensive damage. Four of the five occupants of the vehicle were pronounced deceased at the scene; the fifth occupant, a 24 year-old female, was treated and transported to a local trauma center with significant injuries.

Orange County DUI Task Force Holiday Crackdown on Impaired Driving

SANTA ANA, California (December 11, 2013) - This holiday season, state and local law enforcement will be out in force cracking down on drunk drivers throughout the region with aggressive “Drive Sober or Get Pulled Over” enforcement.

From December 13, 2013 to January 1, 2014, the Orange County ‘Avoid the 38’ DUI Task Force will be watching for drunk drivers to help keep roads safe for holiday travelers. Enforcement efforts will include: 12 DUI/Driver’s license checkpoints, a multi-agency strike team, 14 local DUI saturation patrols, 2 DUI warrant/probation sweeps and a DUI court sting operation targeting suspended drivers who were ordered not to drive by a judge.

On Wednesday, December 11, 2013 at approximately 11:30 p.m., Laguna Hills patrol deputies responded to a welfare check call. Deputies made entry and located a deceased male inside the residence. Based on preliminary information, this case is being investigated as a homicide.

Henry Nunez Godinez is a person of interest in this case. Mr. Godinez and the victim were roommates and co-workers. The identity of the victim is pending confirmation and notification of next of kin.

Remembering Undersheriff Robert Squires

News ImageToday we remember a fallen hero - OCSD Undersheriff Robert Squires

On December 16, 1912, 100 years ago today, Undersheriff Robert Squires was shot and killed in one of Orange County's most notorious shootouts in an area called Tomato Springs. He was the first Orange County peace officer to be killed in the line of duty.

Undersheriff Squires was leading a posse of more than 200 residents and lawmen in an attempt to arrest a would-be rapist. When the posse found him, the fugitive taunted the men to get him and ran off into the foothills. Squires caught up to him first and both men fired at close range. Squires emptied his revolver at the suspect before being mortally wounded and struck six times by the fugitive's rifle.

After a six-hour standoff, a single shot killed the "Tomato Springs Bandit," as he was later called.

Winter Holiday DUI Campaign - Update #3

SANTA ANA, California (December 23, 2013) – The Winter Holiday Anti-DUI crackdown has resulted in a significant number of DUI arrests from local routine traffic enforcement and special ‘Avoid the 38’ DUI deployments over the weekend in Orange County.

From 12:01 a.m. Friday, December 13 through midnight on Sunday, December 22, 2013, officers representing 38 county law enforcement agencies have arrested 490 individuals for driving under the influence of alcohol or drugs. In 2012, 588 DUI arrests occurred during the same ten (10) day time period. There have been no DUI related deaths reported. (NOTE: These numbers are only provisional with some agencies yet to report).

SANTA ANA, California (December 27, 2013) – The Winter Holiday Anti-DUI crackdown has resulted in a significant number of DUI arrests from local routine traffic enforcement and ‘Avoid the 38’ DUI deployments during the past several days in Orange County.

From 12:01 a.m. on Friday, December 13 through midnight on Thursday December 26, officers representing 38 county law enforcement agencies have arrested 597 individuals for driving under the influence of alcohol or drugs. In 2012, 694 DUI arrests occurred during the same fourteen (14) day time period. There have been no DUI related deaths reported. (NOTE: These numbers are only provisional with some agencies yet to report).

DUI Fatality in Mission Viejo

MISSION VIEJO, California (December 29, 2013) – Early this morning, at approximately 3:00 a.m., Orange County Sheriff's deputies responded to a traffic collision in the 26000 block of Pacato Drive in Mission Viejo.


The driver, Kourosh Keshmiri, 27, Mission Viejo, crashed his vehicle through the front of the residence. He was booked for felony DUI with a prior conviction and may face additional charges following the completion of the investigation.
