Every year, the Rancho Santa Margarita deputies select one of their peers to receive the title “Deputy of the Year”. This honor is especially gratifying to the Deputy because it is peer review at its finest, and represents the dedication, professionalism, and body of work for an entire year. This year that honor was bestowed on Deputy John Barbour in recognition of his outstanding performance throughout his distinguished career in law enforcement and specifically, for his outstanding work in traffic enforcement and public safety.
Deputy Barbour’s impressive career in law enforcement began in 1993 as a Sheriff’s Special Officer at the Theo Lacy Facility prior to entering the Deputy Sheriff’s Academy in 1997. Upon graduation as a new Deputy, John was again assigned to the Theo Lacy Facility, where he became a training officer and one of the facility’s arrest and control instructors. After six years at Theo Lacy, John hit the street as a new Patrol Deputy in the City of Rancho Santa Margarita. Once again demonstrating his high energy and talent for training, John became a Field Training Officer and has been assigned as a Traffic Deputy for the past two years. John’s commitment to public safety is also impressive. He is a member of the Critical Incident Response Team, a member of the DUI taskforce, and a member of the Police Services’ Bicycle Team.
Deputy Barbour has been recognized twice during his career for his life saving efforts in which both victims lived to tell their stories. John has also received the Medal of Courage for his role in controlling a suicidal resident in the city. John’s special interest in keeping the streets safe from drunk drivers is legendary. He is the only Deputy to receive two MADD (Mothers Against Drunk Driving) Deuce Awards in back-to-back years for his 26 DUI arrests in 2007 and his 26 DUI arrests in 2008.
Deputy Barbour was presented with a Certificate of Commendation for his outstanding efforts on behalf of the residents and guests of the City of Rancho Santa Margarita at the City Council meeting on February 25, 2009.

2008 MADD Deuce Award – Deputy John Barbour
Every year, MADD (Mothers Against Drunk Driving) acknowledges law enforcement officers or deputies who have cited 25 DUI (Driving Under the Influence) arrests or more during a calendar year with a very special award called the “Deuce Award.”
In 2008, Rancho Santa Margarita Deputy John Barbour was the recipient of the MADD Deuce Award for issuing 26 DUI arrests during the year. Deputy Barbour was presented with the Deuce Award at the February 25, 2009 City Council meeting by MADD Orange County Chapter Representative Mary Beth Griffen. Deputy Barbour is committed to making the streets of Rancho Santa Margarita a safe place to drive. He is also the only Rancho Santa Margarita Deputy to receive two MADD Deuce Awards in back-to-back years as he was recognized for making 26 DUI arrests in 2007 as well.
