Every year, the Rancho Santa Margarita Deputies select one of their peers to receive the “Deputy of the Year” award. This honor is especially gratifying to the Deputy because it is peer review at its finest, and represents the dedication, professionalism, and body of work for an entire year. This year that honor was bestowed on Deputies Jack Ackerman and Jason Finley who proudly serve together on the “Special Enforcement Team.”
Deputies Ackerman and Finley have served together on the Special Enforcement Team since November 2008 and have immersed themselves in the investigation of crimes involving narcotics, gangs, theft, burglary, robbery, graffiti, sex registrants and more. Their knowledge, commitment, and willingness to assist others has lead to numerous commendations from the Sheriff’s Department and other agencies.
Deputies Ackerman and Finley continue to involve themselves in new and specialized activities on a daily basis and work outside the normal duties and hours of the standard Patrol Deputy. They also continue to assist with calls for service in the field, disseminate information to their peers and Investigators, and happily assist with community events and “Officer Friendly” presentations for Rancho Santa Margarita residents. While the hours they work are long and often change at a moment’s notice, they continue to do their work without complaint and with the eagerness and drive that they have always exhibited.
In 2009, Deputies Ackerman and Finley made over 450 arrests in Rancho Santa Margarita which has helped to make a measurable difference in the quality of life for many Rancho Santa Margarita residents.

Deputy John Barbour
2009 MADD Deuce Award - Deputy John Barbour
Every year, MADD (Mothers Against Drunk Driving) acknowledges law enforcement officers or deputies who have cited 25 DUI (Driving Under the Influence) arrests or more during a calendar year with a very special award called the “Deuce Award.”
In 2009, Rancho Santa Margarita Deputy John Barbour was the recipient of the MADD Deuce Award for issuing 29 DUI arrests during the year. Deputy Barbour was presented with the Deuce Award at the February 24, 2010 City Council meeting by MADD Orange County Chapter Representative Larry Seja. Deputy Barbour is committed to making the streets of Rancho Santa Margarita a safe place to drive. He is also the only Rancho Santa Margarita Deputy to receive three MADD Deuce Awards in back-to-back years as he was recognized for making 26 DUI arrests in 2007, and 26 DUI arrests in 2008. Congratulations to Deputy John Barbour for his diligent efforts!
2009 American Legion Award for Merit – Ann Guba
Ann Guba has worked for the Orange County Sheriff’s Department for the past six years as an Investigative Assistant supporting the City of Rancho Santa Margarita as well as Aliso Viejo and the Unincorporated areas of the County of Orange. Ann has developed a reputation for excellence, knowledge, and a commitment to service and because of these outstanding attributes was recently selected by her peers and supervisors to receive the American Legion Award for Merit for 2009. One of Ann’s recent accomplishments includes a case relating to a break-in at Tesoro High School in which several students changed their grades and the grades of many other students. As a result of Ann’s hard work and dedication, the individuals involved were identified. Ann exemplifies professionalism, commitment, determination, a positive attitude and high level of enthusiasm in all that she does. Congratulations to Ann for this well deserved honor!
